About Plumbing Compliance
In 2011, the City of Cape Town passed a by-law requiring all sellers of properties under its jurisdiction to submit plumbing certificates of compliance (also known as Water Certificate of Compliance) to the municipality before the transfer of ownership of a property can take place.
The certificate is also required when installing specialized plumbing equipment such as a solar geyser.
The Water Certificate of Compliance must certify that:
- The Hot Water Cylinder installation complies with SANS 10252: and SANS 10254.
- The water pipes in the plumbing installation (especially within the roof space) are properly saddled as per SANS 10252:
- The water meter records the flow when water is drawn and does not register when consumption stops.
- The private isolating valve as per subsection 23(2) (a) or (b) is in place and functioning.
- None of the terminal water fittings leak and they are correctly fixed in position.
- No stormwater is discharged into the sewerage system.
- There is no cross connection between the potable supply and any alternate supply.
- The bylaw requires that any remedial work be undertaken before the CoC can be issued, and stipulates that the seller is responsible for the repair costs.
Why was the by-law introduced?
It was found that the city of Cape Towns' distribution system loses approximately 79,000 million litres of potable water per year. This clause came into place as an effort to ensure that all water installations are compliant with municipal guidelines and to reduce and control water wastage caused by leaks.

What is a plumbing Compliance certificate?
A valid plumbing certificate serves as proof that the plumbing installations are compliant with all regulatory installation requirements as per the South African National Standards (SANS).
Who can issue a plumbing CoC?
Only a plumber who is suitably qualified and accredited with regards to the South African Qualifications Authority may sign off and issue a CoC. You can view all the registered plumbers in South Africa here.
How long is a plumbing compliance certificate valid for?
As per the City of Cape Town, The certificate is valid for 6 months from date of issue.
Is a plumbing certificate required in South Africa?
As per the City of Cape Towns' municipal by-law, it is compulsory for a Water Certificate of Compliance to be issued before transfer of ownership can take place.
What does a plumbing CoC cover?
- The supply pipes.
- The stop tap in the wall.
- The main tap above the sink.
If no leaks are found in the system and all the items are properly and securely installed the certificate will be issued.
